Rilanciare la Fisiocrazia? agganciandola alla bioeconomia di Georgescu-Roegen? Scusate se sono "tranchant" ma seguo rozzamente delle linee guida, da verificare a posteriori. Linee guida

  1. L'agricoltura è il solo settore che consente un aumento reale della ricchezza e quindi va aumentata la disponibilità di terreni coltivabili, dentro e fuori le città, privilegiando l'agricoltura piuttosto che le attività manifatturiere.
  2. Nel suo Tableau économique, Francois Quesnay descrisse il meccanismo economico come una struttura dinamica di tipo circolare il cui motore principale è rappresentato dall'attività agricola; è l'agricoltura, infatti, che produce quel surplus di ricchezza basilare per l'allargamento del sistema. Gli addetti all'agricoltura sono considerati da Quesnay gli unici lavoratori produttivi, mentre i mercanti e gli artigiani sono ritenuti una classe sterile, non di produttori, ma soltanto di distributori e trasformatori di ricchezza.
  3. Secondo il pensiero di Quesnay l'agricoltura è la vera base di ogni altra attività economica: solo l'agricoltura è infatti in grado di produrre beni, mentre l'industria si limita a trasformare e il commercio a distribuire. La fisiocrazia assume quindi il momento della produzione dei beni e non il momento dello scambio come situazione in cui viene creata ricchezza. Tutto il ciclo economico della fisiocrazia ha come fine ultimo quello di creare un surplus (o prodotto netto), che poi verrà investito nuovamente nell'agricoltura (per aumentare la produttività di un terreno, avere a disposizione più manodopera, compiere ricerche nel campo delle macchine agricole), attraverso una condizione di libero mercato.
  4. Libero mercato significa "libertà". Chi non vuole scambiare è "libero" di non scambiare. Chi vuole, scambia in quantità, qualità e modi differenziati a seconda delle condizioni culturali, geografiche, contingenti. Quindi ci saranno (come ci sono) mercati diversi (baratto, monetario, bitcoin, locale, regionale, statale, internazionale)
  5. La teoria va aggiornata su questa punto: per agricoltura si intendono tutte le attività di scambio produttivo uomo-ambiente. Quindi agricoltura vera e propria, estrazione di risorse minerarie, cura dell'ambiente (idrogeologico) e paesaggio, ricerca tecnologica di AGRONOMIA. L'AGRONOMIA diventa la tecnologia tout cour, coinvolgendo biologia e genetica (in primis le scienze della vita), ingegneria, sociologia, chimica, fisica.
  6. Le vecchie teorie economiche si eliminano tra loro: In primis la teoria del valore di ricardo-smith e poi quella marginalista. Il valore è unicamente la salute agronomica (intesa come terra, foreste, mari, acqua dolce, risorse minerarie come metalli, petrolio, etc).
  7. Le teorie Keynesiane spariscono assieme alla guerra. L'unico keynesismo funzionante finora è stato il KEYNESISMO MILITARE (guerre).
  8. Il ciclo: produzione agricola-energetica-->trasformazione-->scambio-->reinvestimento del surplus nella Terra significa l'eliminazione dei rifiuti e degli sprechi all'origine stessa del processo.
  9. E' un meccanismo resiliente, come vuole la Permacultura, perchè in ogni fase del processo c'è equilibrio tra i fattori di creazione del cibo e della energia e gli agenti umani della trasformazione (fine della teoria di Malthus, inizio di una economia di cura degli agenti umani del processo, inizio di una economia del dono tra gli agenti umani e tra gli umani e la Terra: tutto il surplus torna alla Terra!); equlibrio biofisico ed energetico del processo: energia solare, energia terrestre (non fossile), livellamento del bilancio entropico.
  10. Si passa da una teoria della Decrescita (industriale, manifatturiera, di trasformazione-scambio) ad una teoria della CRESCITA del pianeta Terra come giardino-orto planetario. Basta parlare di "decrescita", parliamo di "sviluppo".

Cosa fare?

Non si tratta di attuare un modello stabilito apriori ma di costruire dei semplici prototipi funzionanti che chiunque può copiare e modificare secondo il modello Open Source, creando biodiversità culturale e materiale. Questo significa un “affiancamento” del modello neo-fisiocratico al modello attuale secondo una logica graduale ma profonda di contaminazione. Basta con fallimentari rivoluzioni, cruente o “democratiche" (il mitico 51%). I passaggi prima ancora di essere proposti devono essere testati. Un buon prototipo, ma ce ne possono essere altri, è quello postato da Marina su Facebook (Il fututo è coltivare le città):

Dietetica

L'elemento essenziale di questa bioeconomia a “progetto” (Open Source) sta in questo paragrafo: <<E come deciderete verso quali coltivazioni indirizzarvi? Il vostro riferimento è il biologico? «E' tutto pianificato: siamo partiti da uno studio effettuato da Nicoletta Pellegrini, docente della facoltà di Agraria a Parma, che ha scritto una dieta ideale per gli abitanti del villaggio; sulla base di questa produrremo circa 80 colture diverse, e riusciremo a coprire internamente quasi l'80 per cento del fabbisogno alimentare del villaggio. Tenderemo all'agricoltura biologica, ma senza integralismi: ridurremo l'uso di sostanze chimiche, ma non le eliminiamo a priori. Se c'è una coltura malata e serve un pesticida, la comunità verrà informata e si deciderà insieme se usarlo».>> Si parte dai bisogni (dietetici) e si realizza una diversità di risposte resilienti: 80 prodotti da colture diverse. I cacciatori-raccoglitori si alimentavano con 1500 prodotti diversi, ma non tutti sono in grado di rientrare subito in quel ruolo (mancanza di physique du rôle). Idem per i bisogni energetici (calore, illuminazione, case, macchine).

Nota politica

Jean Jacques Rousseau, svizzero, proponeva la democrazia diretta, cioè la decisione reale dei membri della comunità sulle questioni da risolvere (quando ci sono). Ma nelle moderne città questo non è possibile. Negli “agrivillaggi” SI'. Quello che Jean Jacques non aveva previsto era che le “decisioni” collettive riguardano in primis la vita economica (di produzione e di riproduzione-->con lo sviluppo di una cultura matrifocale) e quella culturale-spirituale-morale-normativa.

Uscire velocemente dall'impasse

Bè, fatemi sapere cosa ne pensate. Bisogna uscire da questa impasse in modo creativo, con idee e con prototipi funzionanti. Mettersi d'accordo “prima” e "su tutto" non funziona. Nella inter-Azione nascono nuove possibilità per tutti.

Guidelines (English Version)

  1. Agriculture is the only sector that allows an increase in real wealth and therefore should be increased availability of arable land, in and out of the city, focusing on agriculture rather than manufacturing.
  2. In his Tableau économique, Francois Quesnay described the economic mechanism as a dynamic structure of circular type whose main motor is represented by agricultural activity; Agriculture is, in fact, that produces that surplus wealth fundamental to the expansion of the system. Employees in agriculture are considered by Quesnay the only productive workers, while merchants and craftsmen are considered a sterile class, not producers, but only to distributors and processors of wealth.
  3. According to the thought of Quesnay agriculture is the true foundation of every other economic activity: agriculture alone is able to produce goods, while the industry is limited to transform and distribute them to the trade. Physiocracy then takes the time of production of the goods and not the time of the exchange as the real situation in which wealth is created. All the economic cycle of physiocracy has as its ultimate goal to create a surplus (or net product), which will then be re-invested in agriculture (to increase the productivity of land, to have more manpower, to carry out research in the field of machine agriculture), through a condition of the free market.
  4. Free market means "freedom." Who does not want to exchange is "free" not to echange. Who wants may swap in quantity, quality and differentiated ways depending on his cultural, geographical, existential condition. So there will be (as there are) different markets (barter, cash, bitcoins, local, regional, national, international).
  5. The theory must to be updated on this point: agriculture refers to all the activities of productive exchange between man and environment. So it refers to proper agriculture, extraction of mineral resources, care for the environment (geological) and landscape, technological research of Agronomy. Agronomy becomes the technology tout cour, involving biology and genetics (principal life sciences), engineering, sociology, chemistry, physics.
  6. The old economic theories nullify each other: First the theory of value by Ricardo-Smith and then the marginal theory. The value is only the agronomic health (defined as land, forests, oceans, fresh water, mineral resources such as metals, oil, etc).
  7. The Keynesian theories disappear along with the war. The only Keynesianism working so far has been the military Keynesianism (wars).
  8. The cycle: agricultural production-energy production -> transformation -> exchange -> reinvestment of the surplus in the Earth means the elimination of waste at the very origin of the process.
  9. It's a resilient mechanism, as dictated by Permaculture, because at every stage of the process there is a balance between the factors of creation of food and energy and human agents of transformation (the end of the theory of Malthus, the beginning of an economy of care of human agents in the process, beginning of a gift economy between human agents and between humans and the Earth: all the surplus back to Earth!) Balance biophysical and energy of the process: solar energy, terrestrial (non-fossil), leveling the entropy balance.
  10. We move from a theory of Degrowth (industrial, manufacturing, processing and exchange) to a theory of GROWTH of the planet Earth as a garden-orchard. Enough talk of "decline", we speak of "development."

Now what?

This is not to implement a model determined a priori but to build working and simple prototypes that anyone can copy and modify according to the Open Source model, creating cultural and material biodiversity. This means a "tiling" of the neo-physiocrat model to the current model, according to a gradual but profound logic of contamination. Enough with failed revolutions, bloody or "democratic" (the mythical 51%). Steps before being proposed must be tested.
